Target: Hai Manh Tran

Hai Manh Tranh was fairly short man even by Asian standards. His hair was jet black and parted down the left in a fairly accurate representation of typical American business style, circa mid 80’s. His dress was black sandals, khaki pants; probably Dockers, and generally a garish Hawaiian print button up shirt. He was kind and considerate with hardly any harsh word to say about anyone and had a flair for oration and a presence that commanded others to listen and believe. He never entered into a fight but chose to deliberate and mediate with and between all parties that were openly hostile toward each other. He became a well-known philanderer and as rumor had it had sired 10 children from 7 different mothers, but that was his only vice. He was a God fearing man who was raised as a fairly orthodox Christian until his mid-twenties when he created and organized his own religion based on various teachings with influences from both East and West doctrines.

The People’s Light and Salvation was a cult, like the Moonies from the 70’s. He cultivated followers from the dark and seedy side of civilization. He gave them a reason to keep going and a feeling of being needed and they in turn gave him strength with which to build his following even stronger. Adherents of this cult dressed clothing made of hemp and natural fibers which many of the cultist themselves were able to manufacture. The style fit with many impoverished people of the area. Their uniform consisted of black sandals, black pants and a black shirt; the dress did not differentiate between the sexes. The followers were craftsman, laborers, cooks and waste from the fringes of society. They helped build the foundations of the church and generated revenue by manufacturing goods for the neighboring villages and growing food for themselves. All was not perfect in the church, for the male Adherents often raped many women. It was not utopia by any means, but many lived in peace and harmony that they would not have found on the streets.

In 1989 fifteen members of his flock were kept under surveillance under recommendation by an ex-member who had openly proclaimed the cultivating and manufacture of opium and distributing it to America. In the spring of 1990 after close to year of surveillance the ATF in conjunction with local Police and Sheriff’s departments arrested eleven of the fifteen and after a short trial were then extradited to across the ocean to Asia where they were handed over to local authorities and sent to prison. The remaining three members had fled the states to relocate themselves back with The Peoples Light and Salvation. The capture of the opium from the distribution point in North Harbor, Detroit was estimated to be in the range of 6.7 million dollars (current street value at that time)

Winter of 1992, Special Agent Eric Johnson of the ATF was vacationing in The Peoples Republic of China with his wife and two kids when during a family night out his rental car exploded killing all passengers.

Two months later Special Agent Claire Forbes was driving home from work when a runaway semi-truck hit her head on. There were no survivors.

ATF it seemed was under attack. They launched an investigation with the help of the former Adherent from The Peoples Light and Salvation. They had suspicions that the attacks on the agents were retaliations from the remaining members of the group they had busted less than three years ago. During the investigation information was brought to light that suggested that Hai Manh Tranh was the essential figure not only in the opium trade, the retaliatory killings but assassinations of key political figures from around the world with ties to the USA. An Attempt by local police in that area to raid the compound of The People’s Light and Salvation found all, but the main cabinet of Adherents dead from self inflicted gunshot wounds to the head. Hai Manh Tranh was not among them. The investigation went on for three years but no more evidence was ever found. Until this report was found by an unauthorized source.
